III. Asst. Superintendents will regard themselves as the friends of the Freedmen; will not allow themselves to be driven from their former homes without some provision being made for their support; will see that they are protected in their rights, that they receive fair compensation for their labor, that the planters do not whip or abuse the Freedmen on their plantations, or deprive them of their liberty.
IV. Asst. Supts. will endeavor to teach the Freedmen that they must depend upon themselves. Encourage them to make contracts for their labor, have copies of their contracts filed and recorded, and see that they are faithfully carried out; let parents understand that the support of their families depends on their labor, and that special aid from the government will only be given [see next transcription entry]
